Owen Davis, Ph.D – Executive Director
Dr. Owen Davis has served on the Administrative Team at SCS since 2012 and became Executive
Director in 2020. He holds a history degree from Princeton University, a Master’s in Religion
from Westminster Theological Seminary, and a Ph.D. in Educational Leadership from Columbia
International University. Before he moved to Santiago, RD, he served as High School Principal at
The City School in Philadelphia, PA. Dr. Davis currently serves as the President of the Association
of Colombian and Caribbean American Schools (ACCAS) and serves as a member of the board
of the Tri Association of American schools in Latin America.His wife, Valerie, is a high school
English teacher at SCS. They have three children: Micah, Jesse, and Abigail.
Lic. Sandra Perdomo de Herrera, MBA – Director of Operations
MBA, Business Administrator, with a Master’s degree in Advanced Financial Management.
She has been faithfully serving the Lord at Santiago Christian School since 2007. In July 2017,
she assumed the role of Director of Operations and Human Resources, currently overseeing the
departments of Human Resources, Health Office, Security, Campus Maintenance, and Housing.
By God’s grace, she has been happily married to Juan Herrera Maluf for 38 years. She is a
grateful mother to Juan and Lisandra, María and Correy, and Raquel and Gerald, and
grandmother to Lia del Mar.

Brian Neises, M.A. – Director of Curriculum and Instruction
Brian has been working in international schools for over 20 years, and joined SCS in 2025. He
holds a Biology Education degree from Cedarville University, and a Master’s in International
Education from the University of Bath, UK. Before he moved to Santiago, RD, he most recently
worked in Kenya and Thailand. His wife, Kristi, is a high school Bible teacher at SCS. They have
two children: Lily and Sophie.
Rafael Tomas Vargas Morel, MBA – Director of Finance
He holds a bachelor’s degree in Public Accounting and a Master’s in Financial Management
(MBA). He has worked in the private banking sector since 1983, primarily at Banco de Reservas.
He joined Santiago Christian School on June 10, 2002, and currently serves as the Chief Financial Officer.
He has been married to Angelita Molina since September 24, 1987. They have three sons: Rafael
José, the oldest, married to Lisa María; Ángel Tomás, married to Cyndi Raquel; and Rafael Ángel,
the youngest. They also have a beautiful granddaughter named Amanda.
He has served the Lord in the financial ministry of Fraternidad Cristiana Church since its
founding and also supports the Evangelical Mission of the Antilles (MEDLA) and Caminito de
Jesús School, where he serves as a board member.

Cindy Pereyra, M. Ed – Elementary Principal
Cindy Pereyra has been part of the SCS team since 2021, first as a teacher and coordinator of the
English Support Program, and last year she stepped into the role of Elementary Principal. She
holds a bachelor’s degree in Elementary Education and Bible from Cairn University, and a
master’s degree in Education with a specialization in English Language Teaching from
Northcentral University.
Cindy grew up in Santiago and attended SCS from 2nd grade until she graduated and moved
to Pennsylvania for college. Before returning to Santiago, DR, she worked as an elementary
teacher at Independence Charter School in Philadelphia, PA, for four years. Her husband, Angel,
is the Infrastructure Engineering Manager at SCS. Together, they love SCS like family.

Don Mercer, M.Ed - Secondary Principal
Don Mercer first joined SCS in 1985 and worked as teacher and then Secondary Principal until
1996. He went on to serve as Principal in Bolivia, Florida, Kenya, and Indonesia. This year marks
his 44th year in education. He received his BA from Spring Arbor University (MI) and his M.Ed
from Eastern Michigan University. His wife, Rebecca, works as an interventionist in the
elementary school. They have been married for 36 years and have four children.
